The process follows the principles of the ADDIE model of instructional design:

2. Design
Objective: Determine the best delivery mode and evaluation methodology
Deliverable: Storyboard
3. Develop
Objective: Create a first prototype of the eLearning course
Deliverable: Course materials
4. Implement
Objective: Launch the eLearning course
Deliverable: Completion rate + assessment results
5. Evaluate
Objective: Evaluate the efficiency of the eLearning course
Deliverable: Training evaluation report
